Kamihei (上閉伊郡; -gun) is a district located in Iwate, Japan.
   Following the Tono merger the district consists of the single town of Otsuchi. As of 2004, the district has an estimated population of 16,521. The total area (from the 2005 data) is 200.58 km².
   The district consists of one town.

Mergers

October 1, 2005-The village of Miyamori merged with the city of Tono to create the city of Tono.
